State Authorizations and Instructional Locations

The State Authorization Network states: “Institutions must follow the state laws of the state where an institution's activity takes place… For any activity that occurs outside of the home state of the institution, the institution has the responsibility to determine if the activity causes the institution to incur legal obligations in the other state. States maintain the authority to regulate out-of-state post-secondary institutions that offer or participate in activities located in their state to protect students as consumers, the general public, and other interests of the state.”

Baylor University has received the appropriate state authorization and/or exemption from the following agencies to operate programs and/or portions of programs:

  • Texas: Texas Higher Education Coordinating Board (THECB)
  • California: Bureau for Private Postsecondary Education (BPPE)
  • Colorado: Colorado Dept. of Education (CDHE)
  • District of Columbia: Higher Education Licensure Commission (HELC)
  • New York: New York State Education Department Regents (NYSED)
  • Oklahoma: Oklahoma State Regents for Higher Education (OSRHE)
  • Virginia: State Council of Higher Education for Virginia (SCHEV)
  • Washington: Washington Student Achievement Council (WSAC)

Online Programs

Baylor University participates in the State Authorization Reciprocity Agreements. This has been approved by the State of Texas and is done through the National Council for State Authorization Reciprocity Agreements. NC-SARA is a voluntary, regional approach to state oversight of postsecondary distance education. 

This agreement allows students from 49 participating states to file complaints with the State of Texas, where Baylor is based, rather than their own state of residence. 

The only state that does not participate in SARA is California.
